This is a state-by-state listing of active and open salvage and bulk food stores. Sales are up at surplus, extreme value, and bulk food stores across the nation. Shoppers save 30-90% on name brand and specialty groceries at these extreme value merchants. There is little surprise why sales are climbing and new stores are opening. Food prices nationwide are rising at the fastest clip in 17 years, now accounting for 14% of the average American family’s income. Energy costs take 7% of the average family budget.
If you like saving money, good deals, and a shopping experience that doubles as a treasure hunt, salvage and bulk food stores are for you. If you like going to stores that are almost all locally owned or managed, family run, and privately held, then salvage, surplus, and bulk food stores are for you. From Amish and Mennonite shops of the East and Midwest to the Western states’ Grocery Outlet chain and in the hundreds of mom and pop stores scattered across the country, these merchants provide incredible value for your food dollar.
Now there is a new twist to these savings havens. When The New York Times enlisted the nation’s premier seafood chef and his pastry creator to see what they could prepare with purchases from Jack’s 99 Cent Store in Manhattan, discount stores became fashionable. The paper paired this “fish out of water” storyline with an “everyman” tale of shopping for food at several New York City 99 cent stores, then provided the recipes for some of the eight dishes created with less than $40.
The chefs’ entrees and desserts may have more flair and creativity than most meals made with low cost food, but the trend is clear — more and more Americans are looking for ways to cut their monthly food bills.
We cover expiration dates, “best by” dates, and the pros and cons of freezing food on other pages. For anyone concrned about dates on products, this is a good overview of product and expiration dating on the website of a Pennsylvania chain of surplus food stores. Briefly, federal regulations require expiration dates on baby food and infant formula. That’s it. Milk, eggs, and other required sell by dates are mandated by states.
Using another example from Pennsylvania, if damaged goods make you not want to go near a place for fear of food safety, the state’s Department of Agriculture inspects salvage grocery stores, just like it does conventional stores. The verdict: violation numbers are no higher than those of traditional grocers.
This is a highly fragmented industry. When possible, we list the hours of operation, methods of payment, web addresses when available, shopper reviews, and as much information as we can put in the space allowed. If we know the store sells fresh produce in season, has a superior cheese selection, offers fresh baked products, we list these attributes. If we know the place sells dry goods only and has no cold storage, we let you know that, too. When you see a map popup and it reads like something has been cut off, you’re right. When there is more extensive information about a store than we can fit in the map section, look at the store’s general listing for more information.
The state maps show all the stores in the directory, or at least the ones you cannot find easier with other maps. For example, we do not list the 59 current California locations for Grocery Outlet. Grocery Outlet’s website does a fine job showing these locations. The site is also good listing its 32 stores in Washington, 18 in Oregon, 4 in Idaho, 3 in Nevada, and 2 in Arizona. While you will find all the United Grocery Outlet Tennessee stores in this directory, you can find other UGO stores on the company’s website.
This is not a complete list. We know these are not all of the salvage, surplus, and bulk food in the United States. We list 30 Pennsylvania salvage stores. The Pennsylvania department of agriculture regulates approximately 350 stores classified as selling salvage food goods, an increase from almost 150 stores the department inspected only four years ago.

We add information from state open records requests, tourism sites focusing on Amish and Mennonite communities, news articles, more web and directory listing searches, phone calls, and personal visits. When a phone number comes back as disconnected, we assume the store is closed and do not list the store. When we know a location does not have a phone, we seek confirmation of recent activity that shows the store is operating.
- A note about notations. For methods of payment, everyone takes cash. “Credit Cards” means Visa or Mastercard. Unless listed, assume the store does not take American Express or Discover. “EBT” is Electronic Benefits Transfer, the newer name for food stamps. When store hours in this list differ from hours on a store’s website, the hours on this list are the most up-to-date. Unless specifically stated, salvage, surplus, and bulk food stores are not open on Sunday.
- Any additional discounts that we know about, we list them in the added information section after general store information. We get these insider tips from telephone interviews, website announcements, and in one instance, from the cash register clerk handing us a “Loyal Shoppers Bonus Card” as we were checking out of the store.

California is home to Grocery Outlet, a surplus grocery founded shortly after World War II. The store originally sold military surplus items. It added food, and the “extreme value” seller, as it calls itself, has 136 stores in six western states. California is home to 59 stores at last count. The list you see below is not comprehensive. It lacks the Rainbow and Other Avenues in San Francisco as well as the Bowl in Berkeley. This list is made for updating. Your choices will increase.

With a 2000 census population of 2,233, Middlefield supports three salvage or bulk food stores, four if you count Formerly Granny’s Basket & Salvage Grocery. If you need bulk from a very mainline retailer, Wal-Mart opened a Supercenter here in 2005 with buggy hitching stations from the large Amish population and lots of bulk food offerings. If you just want the olives, at six ounces dry weight and 10 ounces net weight, you get four ounces of olive oil. At this rate, you get extra virgin olive oil at 9.9 cents an ounce.
